Can you incorporate and start a business in one state but actually open up in another?

For instance i'd like to incoporate in Georgia because it is a more

'corporate-friendly' state but i'd like to start running the business in Alabama and then expand to Georgia. Is that possible as long as I get a 'license' or something to operate in that state?
